License conversion is the move from one UAE authority toward another: DHA, DOH, or MOH. The person already has a license. The second authority still sets the requirements.
The desk prepares the conversion sheet: which license is active, which authority it came from, and which authority the work now needs. The desk does not grant the second license, and it does not promise that an exam will be waived.
