The conversion sheet is a single page. It does not add a title the person does not hold. Upgrading is a different paper.
Requirements vary. The desk writes what the person already has. The second authority decides what it still wants.
- The license that is already active
- The authority that issued it
- The authority the work now needs
- The specialization, copied, not upgraded in secret
