The emirate card is how the desk stops a Dubai file from being treated as a permit for the whole country. Three authorities, three places.
The desk sits in Dubai. It does not keep a second office in the other emirates, and it does not print a street it has not published.

- DOH for professional healthcare in Abu Dhabi
- MOH for medical work in the five other emirates
- No card that says only UAE
